Place the cream, milk, sugar, cinnamon and 1 teaspoon of the caramel syrup in a measuring jug. Whisk until thick but still pouring consistency.
Fill a short serving glass with ice and pour over the cold brew and remaining caramel syrup. To serve, top with the cinnamon cream mixture and garnish with extra ground cinnamon and a cinnamon stick.
